Concept definition: Assigned when any part of an <<<AIRWAY>>> or <ATS_ROUTE> is unusable because of <AID_TO_NAVIGATION>s status, consisting of:
a) substitute <ATS_ROUTE>s, which are shown on national government charts,
b) <ATS_ROUTE>s defined by ATC as specific <AID_TO_NAVIGATION> radials or courses, and
c) <ATS_ROUTE>s defined by ATC as direct to, or between, <AID_TO_NAVIGATION>s [F7110.65, "SUBSTITUTE ROUTE"].
