Concept definition: A means of quantifying the combined effect of low <<AIR_TEMPERATURE>> and <<WIND_SPEED>> on the body <<TEMPERATURE>> of <HUMAN>s that may result in hypothermia; wind chill temperature index. The value is expressed as an equivalent <<TEMPERATURE>> in degrees Celsius given by the formula:
13,1267 + (0,6215 · T) - (13,9468 · V0,16) + (0,4863 · T · V0,16)
where V is the <<WIND_SPEED>> in metres per second at a <<HEIGHT_AGL>> of 1,5 metres (approximately 5 feet) and T is the <<AIR_TEMPERATURE>> in degrees Celsius.
