Concept definition: A number between 0 and 1 inclusive representing the linearly-scaled fraction of breaking <WATER_WAVE>s within a delineated <WATERBODY_SURFACE_REGION> that are spilling. Spilling is a breaking process wherein the <WATER_WAVE> peaks up until it is very steep but not vertical; only the top most portion of the <WATER_WAVE> curls over and descends on the forward slope of the advancing <WATER_WAVE> where it then slides down into the trough. This process starts at scattered foci which coalesce until the <WATER_WAVE> becomes an advancing <LINE> of foam. Zero means no breaking <WATER_WAVE>s are spilling and one means all are spilling.
