Concept definition: A rate associated with an <OBJECT>. The value is formatted in a Basic Latin string. The string contains a number, followed by a unit enclosed in parenthesis ("( )"), followed by a unit qualifier enclosed in square brackets ("[ ]"). EXAMPLE "100(cars)[per hour]" associated with a <BRIDGE> as the rate at which cars cross the <BRIDGE>.
